One of the requirements for filing Form I-129F to obtain a K-1 visa is having had at least one in-person meeting within the last two years. The absence of an in-person meeting is grounds for denial.

The only exceptions are deeply rooted religious or cultural practices, which must be substantiated and documented. This is very difficult to prove, and therefore, USCIS rarely approves such petitions.
